Are these alliterations? ("One shallow doesn’t make a summer" and...)?

Yes they are alliterations - but it is 'one swallow doesn't make a summer' not shallow. Alliterations are phrases that have repetition. These are consonance as the start letter is repeated, but you can also have vowel repetition such as 'how now brown cow' which is called an onance.
