Who is eligible for the "two year contract" price of a phone on Verizon?

I want to upgrade my LG Banter up to the LG Octane because my Banter is pretty much on it's last leg (I've had it since July of 2009) and obviously it's probably close to my time for an upgrade. If I'm already on a 2 year plan, do I qualify for the two year plan price of the phone? Because I was planning on purchasing the Octane as a refurbished phone and the refurbished phone is free with a two year contract, but I already am on one. I can't get a hold of a Verizon rep and it's just a simple question.
